Recognizing the value of recycling, the Bush administration has proposed a Global Nuclear Energy Partnership in which countries with nuclear power programs would be able to obtain nuclear fuel from the United States. That would make it unnecessary for them to build their own infrastructure for recycling and eliminate their concerns about the availability of uranium.
